Recently, the State Council issued the "Twelfth Five-Year Plan for National Independent Innovation Capacity Building" (hereinafter referred to as the "Plan") to guide the behavior of innovation subjects, guide the whole society to strengthen the construction of independent innovation capacity, and accelerate the construction of an innovative country. The "Plan" summarizes and analyzes the foundation and situation of my country's independent innovation capacity building, and clearly puts forward the guiding ideology, construction goals and overall deployment of the national independent innovation capacity building during the "Twelfth Five-Year Plan" period, specific arrangements have been made in terms of strengthening the construction of basic conditions for scientific and technological innovation, enhancing the sustainable innovation capabilities of key industries, improving the innovation capabilities of key social fields, strengthening regional innovation and development capabilities, strengthening the construction of innovative talents, and improving the environment for innovation capabilities.
In the part of improving the innovation ability of key social fields, the "plan" puts forward requirements for the information construction in the medical and health field. First, it is necessary to strengthen the technical capacity building of medical and health public services. Promote medical and health information, improve the national, provincial and municipal three-level health information platform. We will promote the construction of business application systems for public health, medical services, medical security, essential drugs and comprehensive management. Accelerate the construction of clinical information resources and databases, and promote mutual correlation and integration. The establishment of urban and rural residents of electronic health records and electronic medical records, improve the practicality of clinical pathways and electronic level. Promote the development and industrialization of advanced and applicable technologies, equipment and systems for medical and health services, and accelerate the promotion and application. Second, we should promote the basic capacity building of medical and health technology. Strengthen the research and development of basic health information standards, unify terminology information standards and code standards in the health field, and study and formulate functional specifications and business process specifications for public health and hospital informatization. Research and development of data standards, exchange standards and technical standards and clinical decision knowledge base adapted to business needs. Promote the construction of traditional Chinese medicine standards and the quality certification of traditional Chinese medicine. Establish and improve the monitoring and early warning system for major public health, infectious diseases and high-grade biological laboratories. 
The "Plan" requires the people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government, all ministries and commissions of the State Council, and all directly affiliated institutions to strengthen organization and leadership, improve support policies and measures, ensure capital investment, strengthen supervision and evaluation, and ensure the smooth implementation of the plan.
